Bilateral agreements involve direct contact with foreign governments or groups on specific issues related to the maritime industry and may begin the exchange of letters (the flexible agreement and the intention to negotiate) and/or further consultations. The United States only implements bilateral maritime agreements in rare cases where circumstances warrant it. However, the United States monitors bilateral maritime and trade agreements between other countries to ensure that they do not compromise access to U.S. markets. The amended bilateral agreement has begun. All eligible new projects will be evaluated under the updated provisions of the revised bilateral agreement. Confirmation that the UK would become an independent part of the GPA in the event of a non-agreement was announced on 27 February. In February, several fisheries agreements were also presented to Parliament. The government`s non-agreed impact assessment published on 26 February indicated that it was «urgently studying» the emergency options for which the talks were not in place, including interim enforcement and transition mechanisms (e.g. B Memorandums of Understanding) to implement agreements on the day of withdrawal. In February 2019, the government said the UK would remain after the day of withdrawal, «where it is already a party in its own right,» to most «mixed» multilateral agreements. These include the agreement establishing the World Trade Organization and the climate change agreement.

The UK would not remain in «mixed» bilateral agreements, such as some EU air and free trade agreements. In March 2019, the government published a list of 158 international agreements (later reduced to 157) in various areas of action it intended to take to replace the current rules if the UK left the EU without a deal. He also referred to an unspecified number of additional agreements in certain areas of action. The government has said such high figures are misleading and that not all contracts would require measures to maintain continuity after Brexit. Some of these treaties have been replaced, are redundant or no longer relevant to the United Kingdom, and there are also several agreements that could be considered an agreement. In some cases, the United Kingdom itself has signed agreements and therefore does not need new agreements.
